A Murakumo-only LLM scores risk + quality and ROUTES (the Wikipedia ORES analogue) but NEVER decides accept/reject (G2 — route is a pure function of (risk,quality), and :triage/decision does not exist); low-risk well-sourced edits auto-accept (optimistic), risky/contested edits escalate to 1 SBT = 1 vote, invariant-adjacent edits escalate to Council Lv7+, and a Charter-Rider §2 hit is refused (no vote can promote it). Mirror entity-actors are CORRECTED as observations, never spoken-as (ADR-2606042330 preserved; :entity-speech unrepresentable). This is NOT anonymous open-edit — it is 信者-gated + member-signed (no-server-key) by construction (N1).
